The Saudi state news agency had earlier reported that King Salman and Sheikh Sabah had discussed the "development of events in the region", but gave no details.

Amnesty also pointed out that Bahrain, Saudi Arabia and the UAE had warned of harsh punishments, including up to 15 years in jail, "if they dare to criticize these measures" against Qatar. Analysts say the crisis is in part an extension of a 2014 dispute, when Saudi Arabia, the UAE and Bahrain temporarily recalled their ambassadors from Doha over Qatari support for Egypt's Muslim Brotherhood.
